Sick Leave for Dependent Care

In 1994, I made a suggestion to former President Moe Biller to implement a sick leave for dependent care program. This program was implemented in the Memorandum of Understanding between the United States Postal Service and the American Postal Workers Union, AFL-CIO in November 1994. You can find the details of this Memorandum on page 305 of the Collective Bargaining Agreement (November 21, 2006 - November 20, 2010 edition).

This is the letter sent to me from former President Biller in receipt of my suggestion for this Memorandum.
